
CAP Sikkim steps in Exposing Jal Jeevan Mission:National Expert Team to Visit Sikkim in September
New Delhi: In May 2025, the Citizen Action Party – Sikkim (CAP-Sikkim), represented by Pobin Hang Subba, National Coordinator, submitted a detailed memorandum to the Secretary of the Ministry of Jal Shakti, Government of India raising serious concerns over the implementation of the Jal Jeevan Mission (JJM) in Sikkim. The memorandum highlighted significant discrepancies in tap water coverage data and allegations of fund misuse under the scheme.
Following a request from the Ministry for specific documentation, CAP-Sikkim promptly formed a dedicated JJM Monitoring Committee and launched a state-wide campaign. Through a combination of social media outreach and intensive field visits, the team actively engaged with communities across the state. The campaign received overwhelming support from the public, resulting in the successful compilation of the Phase-1 Field Report, which was submitted in August.
Pobin Hang Subba has now personally handed over the report to the officer-in-charge at the Ministry of Jal Shakti. The Ministry acknowledged the submission and assured that an audit and verification process would be initiated. As part of this commitment, a National Expert Team is expected to visit Sikkim for an independent field inspection in September 2025.
Looking ahead, Subba, has committed to the preparation of the Phase-2 report within the next 3 months. He reaffirmed his unwavering resolve to ensure that every citizen of Sikkim gains rightful access to clean and safe drinking water.
