Gangtok:12th Dec:3rd Session of 11th Assembly session, held today presided over by Speaker Mingma Norbu Sherpa achieved a milestone by adopting the resolution for ratification of report on inclusion of 12 left out communities in the Scheduled Tribe list of the Indian Constitution.
The high level committee chaired by Director Anthropological Survey of India,BV Sharma,has prepared the report ,to help recommending and justifying proposed inclusion of 12 left out communities of Sikkim, into Scheduled Tribe list of the Indian Constitution Article 342.Four communities have already been recognised as STs viz Bhutia, Lepcha, Tamang and Limboos, now 12 left out are looking forward to enlistment . The communities left out include , Bhujel, Gurung, Jogi, Khas (Bahun and Chettri),Kirat Rai Khambu and Rai ,Kirat Drawn Yakha,Majhi,Mangar,Newar, Sanyasi,Sunuwar (Mukhia)and Thami.
Chief Minister PS Tamang, thanked all those who were involved in preparing the report. ‘It will now be submitted to PM,Union Minister for Tribal Affairs, Registrar General of India and Home Minister for further necessary action.’
CM expressed shock at certain Social Media reports criticising the expenditure on Committee and representatives of 12 communities ,while in Delhi for discussion . He said ‘ We are confident that it will be a success this time. Earlier, it was not done wholeheartedly prior to 2019 when we took over! ‘
The Govt Resolution for ratification of the Final Report of Sikkim State High Level Committee on the inclusion of the Twelve Left out Indigenous Communities of Sikkim in the Scheduled Tribe List by the Sikkim Legislative Assembly was introduced by Minister Social Welfare Samdup Lepcha and Seconded by Minister for Building & Housing, Bhim Hang Subba. It was unanimously adopted by the House.
