
Special Intensive Revision in Bihar: Electoral Rolls of 2003 Uploaded – ECI
Gangtok,30th June : As Bihar gears up for Assembly Elections SIR ,Electoral Rolls have been uploaded .As a result 4.96 crore electors do not need to submit any documents.Even their Children also have been relieved of burden to submit any other documents relating to their parents.
According to ECI , details of 4.96 Crore electors (ref 2003 Electoral Rolls) have been uploaded on Commission’s website and can be visited at http;//voters.eci.gov.in.
Why 2003 ERs?
As per Instructions of ECI on 24th June 2025, ;The CEO/DEO/ERO shall make the Electoral Roll with qualifying date of 1.1.23 freely available to all BLOs in hard copy as well as online on their website for anyone to download and use as documentary evidence while submitting their enumeration forms,’
2003 Bihar Electoral Rolls are easily available as a result the ongoing Intensive Revision in the State would be facilitated.
How ?
Nearly 60% of the total Electorate would not have to submit any documents.They will be only verifying their details from the 2003 ER and submit the filled up Enumeration Form.The BLOs and Electors would be able to easily access these details.
If name of any person does not figure on the2003 Bihar Electoral Roll,he can use the extract of 2003 ER and need not provide any other document for mother/father.But ,such Electors will have to submit documents for themselves only and the filled up Enumeration Form.
Electoral Rolls Revision ?
Revision of Electoral Rolls is mandatory before each Election in keeping with sec21(2) (a)of the Representation of People Act 1950 and Rule 25 of the Registration of Electoral Rules 1960.Election Commission of India has to its credit 75 years of conducting Intensive and Summary – annual revisions!
Need for Revision
According to Chief Election Commissioner of India , Gyanesh Kumar Revision is required as ‘Electoral Roll is always a dynamic list,it keeps changing due to deaths,shifting of people ,due to migration,occupation, education,marriage and addition of new voters having turned 18 .’
It is well known that only Indian Citizens ,18 years of age and ordinary residents in the concerned constituency are eligible to be registered as Electors.(NN)
